In 2021, Indonesia reached an important milestone in transforming the work culture of its State Civil Apparatus (ASN). Through the Ministry of Administrative and Bureaucratic Reform (PANRB), the government introduced the ASN Core Values BerAKHLAK as the fundamental values that must be adopted by all civil servants across the country. Alongside this initiative, the government also unveiled the official BerAKHLAK Logo, which is now widely used by ministries, government agencies, regional governments, state-owned enterprises (SOEs), and various public institutions.

For government institutions, using the official BerAKHLAK Logo is more than just a design element—it symbolizes a commitment to a professional, accountable, adaptive, and service-oriented work culture. To ensure consistent implementation, the government provides the official logo files along with visual identity guidelines for use across various communication media.

What Is the BerAKHLAK Logo?

The BerAKHLAK Logo is the official visual identity of the ASN Core Values, introduced through Minister of PANRB Circular Letter No. 20 of 2021 on the Implementation of Core Values and Employer Branding for the State Civil Apparatus. All Indonesian civil servants are required to implement the BerAKHLAK values as the foundation of their work culture in support of bureaucratic reform toward a World Class Government.

The name BerAKHLAK is an acronym representing the seven core values of Indonesia’s State Civil Apparatus: Service-Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative.

History of the BerAKHLAK Launch

The ASN Core Values BerAKHLAK were officially launched by the President of the Republic of Indonesia on July 27, 2021. This initiative aimed to unify the previously diverse organizational values used across ministries, government agencies, and regional governments into one national identity for all civil servants.

By establishing a common set of core values, the government expects every civil servant to share a consistent work culture in delivering public services, regardless of the institution in which they work.

The Philosophy Behind the BerAKHLAK Logo

The BerAKHLAK Logo features a simple, modern, and easily recognizable design. The use of uppercase letters in the word AKHLAK emphasizes that the seven ASN core values are at the heart of the government’s cultural transformation.

Its dominant red color symbolizes the spirit of change, integrity, courage, and dedication to serving the public. Meanwhile, its minimalist appearance makes the logo easy to apply across both digital and printed communication materials.

The Meaning of the Seven BerAKHLAK Values

The BerAKHLAK Logo represents the seven core values that every Indonesian civil servant is expected to uphold.

  • Berorientasi Pelayanan (Service-Oriented)
Understanding and fulfilling the needs of the public, providing friendly, responsive, solution-oriented services, and continuously improving service quality.
  • Akuntabel (Accountable)
Performing duties honestly, responsibly, with discipline and integrity, while using public resources effectively and efficiently.
  • Kompeten (Competent)
Continuously developing professional capabilities, supporting colleagues’ growth, and delivering high-quality work.
  • Harmonis (Harmonious)
Respecting diversity, supporting one another, and fostering a positive and inclusive workplace.
  • Loyal
Upholding Pancasila, the 1945 Constitution of the Republic of Indonesia, protecting the institution’s reputation, and safeguarding official and state confidentiality.
  • Adaptif (Adaptive)
Responding quickly to change, embracing innovation, encouraging creativity, and taking proactive action.
  • Kolaboratif (Collaborative)
Building partnerships, encouraging contributions from various stakeholders, and maximizing available resources to achieve shared goals.
